Something *may* be happening at the same time as something else, vaguely justifying the conjunction 'as', but a head-line then usu. implies some casusal link - here, it's impossible to know what the defiance is : The police typically like overplaying their powers anyway, so... ?

So the police have enough staff to hang around local beauty spots interrogating people taking outdoors exercise, but not enough to come to supermarkets when requested. Seems a strange order of priorities....

I'm puzzled by why police should be expected to enforce masks in stores. Surely it is simply a matter for the stores to refuse to serve customers and ask them to leave if they don't comply? Police should surely only be involved if they refuse to leave or there is a disturbance.

If Boris was not PM he probably would be one of those Tories arguing against lockdown as he has never been keen on following rules that apply to rest of us - bit like not telling lies has never been his strong point that's for other people.
